摘要

当前在我国的区域发展格局中，已经初步形成了东部地区长江三角洲，珠江三角洲和京津唐地区的三大城市圈，并成为推动我国经济增长的三大引擎，三大城市圈在经济规模和产业竞争力方面的优势进一步明显。中外城市和区域发展的事实已经证明，在全球化条件下，孤立地依靠单一中心城市发展，独立制定某一城市发展战略的时代已经过去了。组团式的城市圈将成为开放时代财富增长和提升区域整体竞争力的平台。而这种城市圈并非一定区域城市的简单聚集，它是建立在高度专业化的产业集群和产业结构的合理配置的基础上的，一个城市圈域经济的竞争力是由它的产业竞争力体现的。对于经济相对落后的城市圈或类城市圈的经济体，应当在借鉴成功经验的基础上，充分发挥后发优势，在城市圈内合理规划区域产业发展政策，形成特色产业集群，这将成为这些地区缩小与发达地区差距实现区域振兴的关键。

本文由四部分构成：第一部分主要介绍了城市圈和产业集群的基本理论；第二部分描述我国城市圈的发展现状；第三部反映了各地城市圈建设过程中表现出的突出问题；第四部分提出一般意义上的城市圈建设中的产业政策并具体分析武汉城市圈建设中的产业政策。本文基于对现状的关注，通过对城市圈产业政策的探讨，认为中西部有条件地区在城市圈建设中应以产业为突破口，在合理产业政策的引导下以产业链为纽带，构筑具有比较优势的产业集群，赢得产业竞争力，获得区域和城市圈的跨越式发展。

Abstract

At present, the regional development structure in China has been like this: the Yangtze River Delta, Zhujiang River Delta and Beijing-Tianjin-Tangshan Area have become the top three urban circles, and they have performed as three engines pulling the national economy development. Their advantages in economic scale and industrial competition are more obvious. It is proved by the development of cities and regions both in and abroad that in globalize world the development depending on an isolated city or planning development strategy by a single city is not practicable. On the contrary, the grouped urban circle supplies a platform for wealthy creating and raising the entire regional competition. But the urban circle is not just some cities located in a concentration area; it is constructed on the highly specified industry clusters and reasonable industrial structure arrangement. The competition of an urban circle is embodied by its industrial competition, and the industries are generally in cluster structure. For the developing urban circles and areas, government establishes reasonable industrial policies, guiding industrial clusters are the roads to change present state and become developed. Government should play a very important role in this process.

The essay is consisted of four parts: the first part introduces the fundamental principals of urban circle and industrial cluster; the second part illustrates the present circumstance of Chinese urban circles; the third partmentions the outstand problems that occur in the construction of many urban circles; the last part is a series of general industrial policies and it also takes Wuhan urban circle as an instance. The essay pays attention on China’s regional circumstance, and it holds the opinion that the developing urban circles and cities in central and western China should take industry as a key in promotion. In the mean while, the local government should edit reasonable industrial policies, based on it local industrial chain and competitive advantage, to guide the local industries to get competition, and the region in turns will have rapid development.
